FSSAI license upgrade from State to Central — when is it mandatory?

We process and pack chutneys and condiments in Andhra Pradesh. Currently have a State FSSAI license. Our CA says if we want to export we need a Central FSSAI license. At what annual turnover or export volume does it become mandatory to upgrade, and what is the application process?
