EPR registration for plastic packaging manufacturers — is it mandatory now?

We manufacture HDPE woven bags for industrial packaging in Silvassa. I keep hearing that EPR (Extended Producer Responsibility) registration on the CPCB portal is now mandatory for plastic packaging producers. Can someone confirm the current status and what penalties apply if a unit has not registered yet?
