Since the very inception of the Bihar State Text Book Publishing Corporation in 1965, the basic concept of having a modern, well equipped captive press with a view to cater to the requirement of textbooks for school going children of Bihar gathered momentum. After considerable bit of exploration, the choice ultimately fell upon the project offered by M/s. Veb Polygraph, GDR in 1967. They incorporated the then latest technology in the arena of printing and the payments were made in soft currency i.e. RUPEE only. One unit of the press started regular production in March,1972 with a handful of trained hands, German Instructors and fresh boys from schools and colleges inducted under the apprenticeship scheme. Over the years, the installed capacity of one crore books, though never fully achieved, has dwindled and come down considerably. The wages and input costs, on the other hand, have risen manifold.
