About this scheme

MSME Sustainable (ZED) Certification Scheme is designed to encourage MSMEs to adopt Zero Defect Zero Effect (ZED) practices in manufacturing, focusing on quality and environmental sustainability. Launched in its current form in April 2022, the scheme offers subsidies on ZED certification fees and a structured framework with three levels — Bronze, Silver, and Gold — guiding MSMEs to progressively improve.

Who qualifies

All Udyam-registered Micro, Small, and Medium manufacturing enterprises. Service-sector MSMEs are not currently eligible — the scheme is manufacturing-focused. Existing units with at least 12 months of operations get faster certification. New units can also apply but go through preliminary assessment first. The enterprise must have basic compliance with statutory laws (factory licence, GST, environment clearance if applicable).

How to apply

  1. 1Register at zed.msme.gov.in with Udyam registration number
  2. 2Complete the online self-assessment questionnaire — auto-evaluates baseline ZED level
  3. 3Pay nominal application fee (subsidised: ~Rs. 1,000 for Bronze)
  4. 4QCI-empanelled assessor visits the unit; on-site audit and gap analysis
  5. 5Submit corrective actions if any; final assessment for certification
  6. 6Certificate issued (valid for 3 years); subsidy credited to bank account within 30 days
  7. 7Eligible to apply for next level (Silver/Gold) after 12 months at current level

Key terms and conditions

  • Certification valid for 3 years; renewal required
  • Subsidy is one-time per level — once you receive subsidy for Bronze, the next subsidy is for Silver
  • Lifetime subsidy ceiling: Rs. 50,000 (Micro) / Rs. 1 lakh (Small) / Rs. 5 lakh (Medium)
  • Re-certification at the same level (after 3 years) is at full fee — no subsidy
  • ZED certification logo can be used on packaging and marketing material

What disqualifies you

  • Service-sector MSMEs are not eligible — manufacturing only
  • Units without Udyam registration cannot apply
  • Units that have lost certification due to non-compliance cannot reapply for 12 months
  • Subsidy claims must be filed within 90 days of certificate issuance
  • Major statutory violations during assessment disqualify the unit

Frequently asked questions

Q. Is ZED certification mandatory for government tenders?
No, not mandatory — but it is increasingly used as a positive criterion in evaluation. Some PSU procurement reservations now consider ZED certification.
Q. What if my factory has compliance issues — should I still apply?
Address the issues first. The assessment will identify gaps; resolving them is part of the journey. ZED is improvement-focused, not punitive.
Q. Can I do the assessment myself or do I need a consultant?
For Bronze, self-assessment + QCI auditor visit suffices. For Silver/Gold, having a quality consultant helps but is not mandatory.
Q. What is the actual cost to me after subsidy?
Bronze costs around Rs. 10,000 list — for Micro you pay Rs. 2,000 after 80% subsidy. Silver and Gold cost more but the subsidy percentage is the same.
